Laura Bibb - Principal

Laura Bibb joined Haynes Benefits in April 2012.  She came to Haynes Benefits from an in-house counsel position at a benefits consulting firm, and has extensive experience in health care reform, health and welfare compliance, insurance and plan administration issues. 

 

Laura regularly advises employers, plan administrators, insurers, brokers, and third party administrators on issues affecting health and welfare benefit plans arising under federal laws, including the Affordable Care Act.  She works extensively with clients on issues related to ACA compliance, ERISA compliance for health and welfare benefit plans, COBRA, HIPAA privacy and security policies and implementation, breach notification obligations under federal and state privacy laws including HIPAA/HITECH, wellness programs, and DOL audits.  She has represented plan sponsors before the Department of Labor and has assisted clients with obtaining rulings from the IRS and DOL.  Laura has extensive experience with issues related to Association Health Plans, including MEWAs and VEBAs. 

 

Laura also specializes in advising clients on cafeteria plans and account based plans.  She has experience in plan design and documentation, including regularly assisting clients with drafting and reviewing health and welfare plan documents as well as drafting and negotiating contracts with insurers and third party administrators. 

 

Laura received her Juris Doctor from the University of North Carolina School of Law in Chapel Hill and her Bachelor of Science degree with a major in Business/Marketing from the University of North Carolina at Asheville. She is licensed to practice in the State of North Carolina and the State of Missouri and is a member of both the North Carolina and Missouri Bar Associations.  She is also a member of the American Bar Association Health Law Section and eHealth, Privacy & Security Interest Group.  Laura holds the designation of Group Benefits Associate (GBA) through the International Foundation of Employee Benefit Plans and the Wharton School of the University of Pennsylvania.

 

Laura is an avid sports fan who also enjoys reading, gardening, and spending time with her family.  Laura works from North Carolina, where she lives with her husband and two children.
